In other words, Azargon was a powerful demon capable of fighting multiple army commanders head-on and holding his own.

Given these limitations, the pseudo-divine artifact Perception / Possibility – Horus’ Eye is not omnipotent. Rather, it is a divine-class artifact that requires specific conditions and users to be effective. The conditions in this encounter with the demons aligned well with these requirements.
